Universiti Tunku Abdul Rahman (UTAR) is a non-profit organisation owned by UTAR Education Foundation. Officially launched on 13 August 2002, the establishment of UTAR is in line with the Government's effort to enhance and expand higher education opportunities to create a learning and versatile society to support national development needs.

The information and knowledge-based economy arising from globalisation has impacted the world and necessitated individuals and professionals to update themselves with the latest developments, not just in their field of specialisations, but in many other skills and information sets that inter-relate and impinge on each other. Corporate and public demands for focused and short courses to impart specialised new knowledge and skills, succinctly and speedily, have necessitated the development of a whole new genre of training programmes at UTAR. Traditional and formal channels of education may remain the vital bedrock for basic and degree level education, but the market today needs fast delivery of short and effective training courses to quickly generate competent and technical human resource that it seeks.
