PUTRAJAYA: Graduate re-training programme will include more market-relevant courses in an effort to enhance graduates? skills and qualifications.
Human Resources Development Bhd had been directed by Human Resources Minister Datuk Dr Fong Chan Onn to conduct courses catering to sectors lacking skilled workers like tourism, hospitality and estate management.
?We will also increase the number of training providers and reach out to as many unemployed graduates as possible,? Datuk Dr Fong said. He also expressed the ministry?s hope to increase the employment value of the country?s graduate by introducing these courses.
So far, 7,400 jobless graduates have enrolled for the re-training programme.
The Economic Planning Unit (EPU) conducted a census involving 59,000 diploma and degree holders. The result of the census showed that the graduates? difficulties in finding employment were due to lack of experience, poor command of English and the irrelevance of the courses they took in the universities to the job market.
Dr Fong said that the Higher Education Ministry had been informed of the EPU findings and had asked universities to look into improvement in order that graduates are employable when they complete their studies.
He also said that a team would be sent by the Ministry to Singapore, Australia and Britain to learn about their labour laws and markets.
?We are reviewing our labour laws and are doing comparative studies with these countries to increase our competitiveness and to make our work market more flexible.?
?We want our labour market to be able to offer conditions that will attract foreign investment,? he added.

As of July 2005, every RM1.00 that employers have contributed to Human Resources Development Bhd, 61.7sen has been used to train and retrain their staff. This is a huge jump of the 34sen of the 1999 figure.

However, although there has been marked improvement, Human Resources Minister, Datuk Dr Fong Chan Onn, feels that a satisfactory level has yet to be reached. ?The progress of many small enterprises is frequently hindered by the lack of skills and capital.?

Under the Small Enterprises Training Incentive Scheme, he said the government would contribute RM2.00 for every RM1.00 training levy paid by employers. He has urged more small enterprises to take part in the scheme.

Training centres conducting the Government?s Graduate Training Scheme for unemployed graduates must guarantee jobs for trainees on completion of their courses.

Human Resources Minister Datuk Dr Fong Chan Onn said the privately-run centres could do so through job attachments which are part of the training curriculum.

The scheme which starts on Aug 9 has more than 200 training providers applying to conduct courses to help unemployed graduates improve their marketability. The courses are in English, information and communication technology, tourism, event management and financial planning. Nearly half of the providers who applied are Bumiputera-run companies.
Fong says they are now processing their applications but they will qualify only if they have the experience and the capacity to teach the courses approved by the ministry. Most importantly, they must be able to give some sort of guarantee that the trainees will get the jobs when they finish the course.

About 15,000 graduates need to be trained. They will each receive a monthly allowance of RM350 for four to six months, depending on the duration of their courses.

Unemployed graduates interested in the scheme should register with state Labour Departments.

Free English language classes at all the country?s industrial training institutes will go on despite the poor response.

That is the response of Human Resources Minister Datuk Dr Fong Chan Onn on realising that very few people actually turn up for these classes.

?We have asked these institutes to hold night classes as one way of improving the communication skills of their trainees and to make our workers more competent. But response has been poor. ?

However, the government feels that even if there are only five students to each class, they should continue with the scheme. Dr Fong says the ministry does not ?consider the lack of response a waste of government funds.?

Many workers prefer to attend classes or training where they can get themselves attached to a company and in the end, secure jobs there.

?But the ministry thinks any effort to make our workers more competent is important. We will look again to see how we can make the courses more attractive to our workers,? says Fong.

Apparently, the ministry has carried out a promotion on these courses but to no avail. On the retraining scheme for unemployed graduates, Dr Fong says only those training centres with adequate facilities and experience would be chosen by the ministry to run the courses. They must additionally provide the ministry with their ‘best effort’ guarantee that all those who join their training will eventually be employed. So far, some 200 training providers have applied to join the scheme.

Human Resources Minister Datuk Dr Fong Chan Onn Small has expressed concern that Medium Enterprises (SMEs) are not making full use of the Human Resources Development Fund to upgrade their workers? skills. Less than half of the 2000-odd SMEs nationwide who contribute to the fund have used the facility so far.

Pembangunan Sumber Manusia Bhd (PSMB) which administers the fund will introduce an incentive to overcome this ? They will match ringgit for ringgit every RM1 invested by SMEs in employee re-training and upgrading.

Dr Fong says that the ministry?s target is to achieve a 75% utilisation of the fund. He is urging SMEs to use the incentive to train their workers to develop their human capital. Otherwise, he said, the money will go to the government?s coffers.

Beginning this month RM100 million will be spent on training unemployed graduates. Human Resources Minister Datuk Dr Fong Chan Onn said 200 training centres has been set up nationwide for 15,000 unemployed graduates where each trainee would be paid monthly allowance of RM350 for the courses which will vary between four to six months. These courses which will focus on English and communication are designed to enable graduates to speak and write in the language and to provide them with knowledge on marketing and management.

To qualify, the graduates should register with Labour departments in their respective states in the next two weeks.

Employees Provident Fund (EPF) contributors can now use their savings in Account Two to finance their own or their children?s education in three additional types of courses.

The courses are the Malaysian Flying Academy commercial pilot license professional course (recognized by the Civil Aviation Department), National Vocational Training Council Level 4 and Level 5 skills courses and the Malaysian Maritime Academy?s deck officer and Maritime Engineer Course.

Previously, the EPF Education Withdrawal Scheme only catered for diploma-level courses and above, or for their children pursuing degree level courses.
The changes in rules today at the EPF are in response to the dynamic changes and demands of the job market and the members? call for more options under the scheme.

Rural folks in villages and Felda areas will be taught to become entrepreneurs through the setting up of 10 new National Youth Training Institute branch campuses across the country.

The centres, each costing RM50mil, will equip prospective students in rural areas with soft skills such as interpersonal communications and business acumen, to help them launch themselves on a self-employed career.

Youth and Sports Minister Datuk Azalina Othman Said said that under the Ninth Malaysia Plan, she said, the ministry hopes to produce around 100,000 graduates yearly from these centres to meet the market demands for skilled and enterprising employees.

As for entrepreneurship, some people in the rural areas, for example, know how to repair motorcycles but need to be taught how to be self-employed so that they have a choice of opening their own business. Currently, around 40% of graduates become entrepreneurs, but it is hoped that all of them can become self-employed.

The ministry would also be looking into sponsoring youths with specific skills, such as cooking, to take courses under the National Vocational Skills Council programmes.

Graduates should consider forming partnerships with small and medium-scale enterprises (SMEs) to stimulate growth in these industries.

The Prime Minister, Datuk Seri Abdullah Ahmad Badawi this is how they should put their knowledge and skills to use.

Many graduates are jobless. Instead of waiting to be hired, they should consider helping SMEs by contributing ideas on how to improve their profitability. Business graduates, especially, have the required knowledge in financial management, sales, marketing and product development, which is crucial for the growth of SMEs.

There were now 25 such partnerships involving Universiti Teknologi Mara (UiTM) and Felda.

On the downside, there are more than 120 bumiputra-run private institutions of higher learning that winding up, noticed Abdullah. While it is sad that they are ending up this way, he said, it is a clear case of improper planning as similar private institutions managed by non-bumiputras are still operating successfully.

But that is not all to the bad news. Apparently another 30 bumiputra-owned institutions are in critical shape.
